Our Fire Chief
Chief McGovern began his career in 1991 as an Emergency Transport Technician with the San Clemente Fire Department (SCFD). In 1994, he was hired by the Garden Grove Fire Department (GGFD), advancing through the ranks from Firefighter/Paramedic, Fire Captain, and Battalion Chief to Operations Chief, and ultimately Interim Fire Chief – a critical leadership role he held during the 93-year-old department’s transition to the OCFA in 2019.
Since joining the OCFA, Chief McGovern has again ascended the ranks in a variety of leadership roles, including Battalion Chief (B11 and B6); Emergency Duty Officer (EDO); Division Chief of the Emergency Command Center (ECC); Assistant Chief of Field Operations; Deputy Chief of the Emergency Operations Bureau; and, effective January 3, 2026, Acting Fire Chief.

The Business Services Department manages budget, payroll, accounting, procurement and administrative support for the Authority. It also oversees treasury and investments, legislative affairs, and Clerk of the Authority.

This department is responsible for both internal and external communications for the agency, and serves as the liaison to the OCFA Board of Directors, as well as its member-cities.

The Community Risk Reduction Department enhances safety and prosperity by systematically mitigating risks. Staff identifies community risks, collaborates with developers, agencies, and residents to build and maintain safe communities, and works with stakeholders to improve mitigation through engineering, education, and enforcement.

The Human Resources Section supports the organization by managing recruitment, employee relations, benefits, and workforce development.The Section also oversees performance management, training, and organizational development to support the Authority’s mission and goals.

The Logistics Department supports all Authority departments by handling facilities maintenance, fleet and equipment management, and IT services, including operations, security, and application development. It also provides emergency support and supplies personal protective equipment and uniforms.

The Operations Section manages emergency response and ensures the effective deployment of resources during incidents. It oversees fire suppression, rescue, and medical services, while also coordinating training, safety protocols, and operational procedures to support the Authority’s mission.
