Vivi, a proud Vietnamese American, has served as an OCFA Budget Analyst since 2020, bringing over a decade of private-sector finance experience and a passion for public service to the team. Born and raised in Southern California, she carries with her the values instilled by her parents—Vietnamese refugees who built a new life through resilience and community.

“While they didn’t have much when they arrived, they had a strong belief in hard work, responsibility, and community. These are the same values that guide me in my role at OCFA today.”

Though not on the fire front lines, Vivi plays a vital role in powering OCFA’s mission. In the Budget Division, her work helps ensure resources are in place for crews to do their life-saving work every day. Her dedication has not gone unnoticed—she is a 2025 Best and Bravest nominee for Manager of the Year for her exceptional contributions.
